Oates was born 1835 Dec. 1 in Pike, now Bullock Co., Ala., to William and Sarah Sellers Oates. He left home at sixteen and led a roving life in the southwest. From 1851-1855 he taught school in Henry Co., Ala. In 1858 and 1859 he attended high school at Lawrenceville, Barbour Co., Ala., and studied law at the office of Pugh, Bullock, and Buford in Eufaula, Barbour Co., Ala.
